Job Description
Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DOD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Position is for a Program Analyst who advises to the Chief in the areas of personnel, funding accounts, and operating budget. Position may be filled at the GS-09 or the GS-11 with full performance GS-11.

Qualifications
In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-09 Specialized Experience: One year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes Preparing, monitoring budgets, and assisting with budget estimates; Retrieving current and historical financial data from computer systems; Monitoring obligations, expenditures, and important milestones; Utilizing financial automated systems, generating reports and using software or automated information systems as-needed to track and report necessary metrics; and Reviewing, tracking, and processing invoices. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Business Management, Accounting or Financial Management. . (Note: You must attach a copy of your transcripts.)
OR
Have the specialized experience as described in A, but less than one year; and I have at least one year of graduate education as described in B, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.)

Have the experience as described in A AND the education described in B. (Note: You must attach a copy of your transcripts.)
GS-11 Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes Developing, analyzing, and monitoring current and future project programs/budgets; Performing programmatic and budgetary duties; Performing analyses of financial data from a variety of sources to propose solutions to issues; Analyzing historical data and financial records to assist with the creation of budgets for programs/projects; Utilizing financial automated systems; and Generating reports using software or automated information systems as-needed to track and report necessary metrics. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR
Have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Business Management, Accounting or Financial Management. (Note: You must attach a copy of your transcripts.)
OR
Have the specialized experience as described in A, but less than one year; and I have at least two years of graduate education as described in B, but less than the required three years.
