Development InfoStructure LLC., (DEVIS) provides exceptional DevSecOps integration in our agile software development and embedded software solutions, combined with comprehensive IT management and consulting services to our federal, state, and local governments. The outcomes of our research and development, products and universe of services will support the international development community, multiple civilian agencies and the nation’s defense and intelligence communities. Our focused research, services and products include complex DevSecOps solutions to support refugee processing across multiple federal agencies, research and development for Signal Intelligence (SIGINT), Command, Control, Communications, Computers and Intelligence (C4I), Data Analytics, and Intelligence, Surveillance and Reconnaissance (ISR) development and sensor capabilities supporting both the aerospace/defense and intelligence communities, as well as complex HHS comprehensive care coding requirements, and integrated management systems for our countries civilian agencies (FAA, FDIC, HOR, etc.).

Overview
Development InfoStructure (Devis) is seeking a PSC Finance Manager, for a proposal position, contingent upon contract award, that will oversee day-to-day financial operations, ensure compliance with regulations, and provide accurate financial reporting. This role will be integral to supporting the organization’s financial health and alignment with operational goals. The Finance Manager will lead budgeting, forecasting, and cost management efforts, contributing to strategic decision-making and organizational success.
Primary Duties

  • Oversee the preparation of financial statements, budgets, and forecasts, ensuring accuracy and timeliness.
  • Monitor and manage cash flow to maintain financial stability and operational efficiency.
  • Analyze financial data to provide actionable insights and recommendations to leadership.
  • Ensure compliance with relevant laws, regulations, and organizational policies.
  • Prepare and present financial reports to internal and external stakeholders.
  • Liaise with auditors, addressing and resolving any audit findings promptly.
  • Develop and manage budgets in collaboration with department heads.
  • Track expenditures and identify cost-saving opportunities without compromising quality.
  • Supervise and mentor finance team members to foster accountability and professional growth.
  • Maintain and improve financial systems, processes, and tools for efficiency and accuracy.
  • Ensure the integrity of financial data across organizational systems.

Required Qualifications

  • Bachelor’s degree in Finance, Accounting, or a related field.
  • 7+ years of experience in financial management, including budgeting, reporting, and analysis.
  • Strong knowledge of accounting principles, financial regulations, and compliance standards.
  • Proficiency in financial software and advanced Excel skills.
  • Excellent analytical, problem-solving, and decision-making abilities.
  • Previously worked as a contractor or direct hire at USAID.
  • Experience hiring, managing or working with PSCs
  • Experience with computer systems, including web-based applications, Microsoft Office 365.
  • Must be able to obtain a public trust or greater.

Desired Qualifications

  • Master’s degree in Finance or Accounting, or CPA/CFA certification.
  • Experience in managing finances for government contracts or USAID-funded projects.
  • Familiarity with Indefinite Delivery/Indefinite Quantity (IDIQ) contract structures and hybrid pricing models.
  • Proven ability to lead and develop high-performing finance teams.
