Job Description
Summary
This position is located in the Office of the Chief Communications Officer (OCCO), United States Patent and Trademark Office (USPTO). OCCO is responsible for all aspects of public affairs and communication activities. The incumbent will be responsible for writing and scheduling social media content, creating engaging graphics and videos, collecting and analyzing social media data, and representing OCCO on various teams.

Qualifications
Public Affairs Series 1035
Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-09.
Specialized experience for this position includes:
- Experience identifying, researching, and writing compelling social media content on a daily basis and publishing that content on official social media channels (such as Facebook, Twitter, YouTube, Instagram, etc.).
- Experience collecting and analyzing social media data, tracking engagements, and preparing reports on a regular and recurring basis.
- Experience creating engaging digital graphics, visuals, and videos for social media channels.
- Experience utilizing photo editing software such as Photo Mechanic, and Adobe Creative Cloud (Lightroom, Photoshop), and experience with video editing software including Adobe Creative Cloud (Premiere Pro and After Effects).
Education
GS-11
- Ph.D. or equivalent doctoral degree (if related); or
- 3 full years of progressively higher level graduate education leading to such a degree (if related); or
- LL.M., if related

Another listing of services that can perform this evaluation is available at the National Association of Credential Evaluation Services (NACES) website. You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing along with your application. Failure to provide such documentation when requested will result in lost consideration.

Relocation Expenses are not authorized and will not be paid.
CTAP and ICTAP candidates will be eligible for selection priority if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a "well qualified" rating of 85 out of 100.
