Job Description

Next Tier Concepts (NT Concepts) is seeking a Quality Manager to work in partnership with the Director of our Delivery Management Office (DMO) to ensure we continue to sustain and improve our Development and Service Delivery Practices.

As the Quality Manager, DMO you will serve in several critical roles – you will lead our Quality Assurance Program and activities as well as our Continuous Improvement plans and activities. This position will work closely with program staff, supervisors, and senior leadership to fortify our practice foundation and enable change by assessing current systems, listening to, and responding to stakeholder needs, recommending and implementing improvements, and communicating outcomes to all involved.

The DMO’s Quality Manager will actively assist program staff at all levels to initiate, plan, perform and close out Programs – technically and programmatically

RESPONSIBILITIES: 

  • Lead our Quality practices by performing as one of our five key Process Owners – Quality, and as our Quality Manager.
  • Own documenting Quality Management System (QMS) for the organization and assist DMO in keeping it updated and accurate
  • Assist with the management, development and adoption of our Continuous Improvement plans, initiatives, and practices
  • Identify Delivery Management practices that need to be documented, matured, and improved
  • Support Program Teams needs from the close of the Business Development process and across and through the Delivery Management Lifecycle
  • Familiarize and train Delivery Management workforce on Quality and Delivery Practices
  • Assist Solutions, Program and Bid & Proposal efforts as needed
  • Perform as the DMO’s Scrum Master; Assist the DMO in developing and delivering against strategic and tactical execution plans and activities
  • Lead the functional definition, design, development, and implementation of a new data repository to support lessons learned, performance metrics, risks and opportunities, bases of estimates (BOEs) and similar requirements
  • Assist with, and become the principal contributor to the identification, selection, implementation, and sustainment of the NT Concepts Program Manager’s Toolkit
  • Develop tracking mechanisms for monitoring DMO activities’ schedule, performance, work effort, requests, and expenditures
  • Perform as the connecting thread between the DMO, Program Controls, Technology Solutions, and the Programs
  • Participate in providing improvements of team service levels including productivity, quality, and timeline accountability
  • Assist in pursuing new organization credentials as well as maintaining existing ones
    • Assist in the development and adoption of risk and opportunity management
    • Assist in the development of change management practices and processes
    • Work with third party vendors and consultants as needed
    • Work with project teams as well as Senior project management on delivery process documentation and process reporting

REQUIREMENTS:

A wide range of experiences will be considered for this role:

  • Bachelor's degree – preferably in engineering, computer science, math, statistics, economics, or finance; Masters is considered a strong plus
  • Must be able to obtain, maintain and/or currently possess a security clearance
  • Must have, or be willing to obtain, CMMI Associate Certification within 1 year
  • Must be, or be willing to become, an accredited ISO Auditor within 60 days
  • Must be, or be willing to become, PMI PMP certified within 18 months
  • 5+ years’ experience contributing to, managing and/or leading technology-based Teams, Projects, or Programs
  • 3+ years’ experience using data to evaluate and improve practices (processes, workflows, policies, SOPs, etc.)
  • 2+ years’ experience in data analytics and data visualization using Excel, Power BI, Tableau, or similar tools; financial data analytics considered a strong plus
  • Experience working with federal contracts and and understanding of the federal contracting industry
  • Familiarity with (and/or certified in) Agile, PMBOK, CMMI and ISO
  • Experience developing, implementing, guiding, and using current development practices; Agile, DEVSECOPS, CI/CD
  • Exposure on best practices specific to SDLC methodologies including Agile, Scrum, Waterfall, Iterative and other project lifecycles
  • Experience developing delivery Practice documentation
  • Skill using collaborative approaches to achieve success in a changing and high-pressure environment.
  • Skill in relationship building; Comfortable managing group dynamics and change management; Skill in working with a variety of individuals from diverse backgrounds and maintaining collaborative relationships.
  • Possess Critical Thinking skills and experience; analytical and systems thinking and creative problem solving
  • Have a working knowledge of Risk and Opportunity Management
  • Skill in using current business software including collaboration tools, document libraries, word processing, spreadsheet, database, presentation, and email.
  • Demonstrate strong communication, written and verbal
  • Demonstrate strong organization and prioritization skills
  • Hands on experience with MS Project, HP PPM skills, MS Excel, and MS PowerPoint

PREFERENCES:

  • PMI Agile Certified Practitioner (PMI-ACP)
  • Certified Scrum Master
  • INCOSE (Systems Engineering) Certified

PHYSICAL REQUIREMENTS:

  • Prolonged periods of sitting at a desk and working on a computer
  • Must be able to lift 10-15 pounds at times.
