Job Description
AvantGarde, LLC (AG) seeks to engage a Senior Executive Resources Specialist who provides support for preparation of successful executive core qualifications (ECQ's) for USPTO to submit to OPM's Qualifications Review Board (QRB) and prepares successful Presidential Rank Award nomination packages for the agency to submit to OPM.
This work is performed on a temporary, ad hoc basis as cases are assigned and the work is 100% remote.
The WORK
For ECQ Package Submissions:
- Evaluate package submissions to understand the kind of submission (Criterion A or C), confirm the timeframe with the Federal Executive Resources Specialist to meet the mandatory OPM 90-day deadline if that is contiguous with the standard 2-week deadline, and understand the desired submission method (Traditional Narrative, QRB Template, or Accomplishment Record)
- Review the candidate's resume and existing ECQ narrative (if available) to identify all areas that need additional strengthening in any of the five ECQs and 22 related competencies
- Contact the candidate quickly and confirm the timeline and plan for the ECQ write-up approach depending on the extent of adjustments needed.
- Make efficient use of candidates' time by pre-identifying availability windows for future contact and using targeted interviewing techniques to gather needed information
- Employ a variety of techniques to determine ways to bolster experiences; this may include (1) combing the candidate's resume for nuances in experience that could be exploited or viewed differently to build in additional examples and/or (2) exploring non-paid or other work experiences that could be qualifying, such as volunteer/external association involvement, but that might not be included on the resume provided in the application package
- Revise or develop the ECQ submission document in alignment with the Guide to the SES Qualifications in sufficient time to meet the candidates' review availability window.
- Conduct iteratives review and comment periods until the document is complete or the deadline is reached
- Evaluate if the candidate should be recommended to the USPTO Executive Resources representative as a Criterion C case to improve the likelihood of success; for Criterion C cases, assist with the development of the required Individual Development Plan or other documentation as required
- Provide periodic updates on case progression to the appropriate USPTO Executive Resources representative
- Use HR Tracker tool to record case progress and provide monthly status reporting
For PRA Package Submissions:
- Review the initial submission and existing PRA nomination to identify all areas that need additional strengthening, to use the nominee's time as efficiently as possible
- Contact nominees quickly and confirm the timeline and plan for the PRA nomination
- Understand from the nominee the best available days/times during the review window to block off review time and ensure alignment with the development and timeline to ensure meeting the ultimate deadline to return to the completed document to USPTO
- Employ a variety of techniques to engage the nominee to extract additional examples or refine material
- Ensure nominations contain specific action- and results-oriented examples of each nomination criterion (Program Results and Executive Leadership or Stature in the Field) and demonstrate exceptional and sustained performance through strength, leadership, integrity, industry, and conduct that established and maintained a high degree of public confidence and trust
- Ensure PRA nominations are written without Government jargon and acronyms so non-Government panel reviewers can fairly evaluate
- Conduct iterative review and comments until the document is complete
- Format PRA nomination and any accompanying documentation to ensure alignment with the OPM's submission standards
- Provide periodic updates on case progression to the appropriate USPTO Executive Resources representative
- Use HR Tracker tool to record case progress and provide monthly status reporting.
Skills & Requirements
The REQUIREMENTS
- Bachelor's Degree in a relevant field desirable. Subsequent experience may substitute for degree with some education.
- 8+ years of recent experience working as a Federal HR specialist supporting Executive Services in support of the Federal Government including a minimum of 5 years conducting coaching, writing and development of successful ECQ submissions and PRA nominations.
- Must possess significant organizational skills to quickly review submissions, identify gaps and a review plan and timeline.
- Exceptional customer service and interview and interpersonal skills to extract appropriate ECQ/PRA examples from busy executives. Must be flexible in approach and willing to deal with a variety of candidates.
- Exceptional and keen writing experience to quickly and fully develop written material from interviews, resume review or other interrogative techniques. Documents delivered must be error-free and require only minor adjustments.
- Writing examples, preferably of ECQ/PRA related materials, will be required.
- Strong customer service orientation, interpersonal, and exceptional organizational skills.
- Must be willing to adapt to candidate or nominee availability including working outside normal business hours.
- Must possess flexibility with approach in delivery of work.
- Able to obtain a federal security clearance; active or recent federal security clearance preferred.
