The Opportunity
Abt Associates is seeking a Senior IT Project Manager with experience in healthcare specifically for CMS in program / project management, digital solutions, and services (data, data analytics, data science, and automation), and technical assistance. This role will primarily support project direction and project management activities related to CMS. Also, project management experience with the Centers for Disease Control and Prevention (CDC), and state and local government is a plus.
Core Responsibilities
The successful hire will be able to perform the following functions and have the following mix of experience and skills:
- Oversees and manages the operational and digital aspects of ongoing CMS projects and serves as liaison between project management and planning, project team, and line management.
- Responsible for the day-to-day tactical duties for overly complex technical and non-technical CMS programs or at the portfolio level.
- Reviews status of projects and budgets, manages schedules, and prepares status reports.
- Assesses IT project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives.
- Conducts performance and / or project analyses during phase-down to benefit future activities, other projects, missions, or programs.
- Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, clients, and other stakeholders.
- Manages complex IT / software development projects in the CMS client space.
- Ensures all projects are delivered on-time, within scope, and within budget.
- Work across the client and project teams to gather and analyze high-level and detailed requirements.
- Develops detailed project plans and follows software development life cycles (SDLC) best practices.
- Works adroitly across the research / client teams and IT to bridge the gap between policy and implementation.
- Establishes and maintains relationships with third parties / vendors.
- Create and maintains project documentation.
- Performs risk management to minimize project risks.
- Diplomatically resolves client and project team issues through close collaboration and issue resolution management.
- Ownership of short- to mid-term (1-3 years) IT strategy execution and operational direction in alignment with parent / independent organization objectives.
- Establishes strategy and direction for a business-critical IT function in alignment with strategic plans established by top management and executive leadership.
- Develops and manages interpersonal relationships to influence decisions of senior leaders both within and outside of the company.
- Requires ability to influence others to accept practices and approaches, and ability to communicate and influence executive leadership.
What We Value:
- Bachelor's degree + 12 years of relevant experience, or master's degree + 10 years of relevant experience, or PhD + 8 years of relevant experience.
- Experience with portfolio, program, and project management experience in delivering client deliverables for Federal Medicare and Medicaid projects.
- Experience with digital products in the CMS space at the intersection of policy, digital, and IT implementation.
- Experience leading briefings and technical meetings for internal and external representatives.
- Experience interacting frequently with internal and external management and senior level customer representatives concerning projects, operational decisions, scheduling requirements, and / or contractual clarifications.
- Knowledge of PMBOK and industry standards and best practices in project management.
- In-depth experience with project management life cycles (waterfall, agile, scrum).
- Experience using Atlassian suite of tools (Jira and Confluence).
- Experience using Microsoft Office, Microsoft Project or Project Online.
- PMP and CSM certifications are a plus.

This position offers an anticipated annual base salary range of approximately $91,408.75 to $146,254.01. Salaries may vary by ten percent depending on the candidate's geographic location. Salary offers are made based on internal equity and market analysis.
