About the Role

The Office of Diversity, Equity, and Inclusion (ODEI) mission is to implement transformative policies, practices, priorities, and change management strategies that create a culture that embraces workforce and business diversity, equity, and inclusion, enabling global best transportation systems and services. ODEI is seeking a DEI Senior Management Analyst for its Workforce division. The successful candidate will collaborate with internal and external partners to advance behavior-based change strategies, including governance and accountability mechanisms, policies, procedures, action plans, communications, and skill building that empowers all to reach their full potential in order to accomplish agency priorities. The position reports to the Workforce Diversity, Equity, & Inclusion Manager and will support the development and implementation of high priority workforce diversity and workplace inclusion projects for long-term sustainable change. The successful candidate will be highly organized, possess strong communication and reporting skills, can work both independently and collaboratively, and is able to create efficiency for the program management of diversity, equity and inclusion projects through detailed planning, execution, and documentation. This individual will create and deliver presentations and reports, participate in meetings and trainings, research best practices, create broadcast communications, manage the team's SharePoint sites, work with key stakeholders in the organization and be responsible for ensuring projects align with the CDEIO's vision and priorities and are executed according to plan.

Responsibilities

  • Lead and Support DEI Initiatives: Drive and facilitate the development, implementation, and evaluation of key diversity, equity, and inclusion (DEI) initiatives and projects. Adapt to changing department priorities to address new challenges and needs as they arise.
  • Data Analysis and Reporting: Collect, analyze, and interpret workforce data to provide actionable insights that inform DEI strategies. Develop metrics and reporting systems to track progress toward DEI goals, while adjusting methods and focus areas to meet the evolving needs of the department and organization.
  • Project Management: Manage a wide variety of DEI projects, including strategic initiatives, program implementations, and ad-hoc assignments. Ensure timely completion of deliverables, while maintaining flexibility to adjust to shifting priorities or additional responsibilities as needed.
  • Stakeholder Collaboration: Build and maintain strong working relationships with internal and external stakeholders across all levels of the organization. Act as a liaison for cross-departmental collaboration on DEI efforts, stepping in to support stakeholder needs or fill gaps as they arise.
  • Presentation and Communication: Develop and deliver presentations, reports, and communications for diverse audiences, including senior leadership, employees, and external partners. Actively participate in meetings, trainings, and forums, representing the DEI department's priorities and providing support where needed.
  • Support Leadership Engagement: Provide logistical and administrative support for leadership engagement efforts, including the Inclusive Leadership Learning Series and other senior leadership development initiatives. Take on additional responsibilities related to leadership engagement as they emerge.
  • Employee Business Resource Groups (EBRGs): Serve as a key contact for EBRGs, providing project management, coordination, and administrative support for their activities. Be ready to assume additional roles related to EBRGs based on department needs.
  • Communications and Outreach: Lead and support department-wide and agency-wide communications, including newsletters, updates, and broadcast messages. Assist in organizing and managing internal and external DEI events, outreach efforts, and community engagement. Draft and produce diversity-based communications and outreach campaigns to raise awareness and inform employees at all levels of the agency on DEI topics.
  • Flexibility and Adaptability: Assume a variety of additional responsibilities or special assignments as needed to meet department and organizational goals. Support the department in filling resource gaps or taking on urgent projects as required.

Minimum Qualifications

  • Bachelor's degree from an accredited college or university in related field highly preferred.
  • At least three years of experience in one or more of the following fields: diversity equity & inclusion, human resources, business administration, public administration, data analytics, project management or managing strategic projects.
  • In lieu of a bachelor's degree, a min of 7 years of demonstrated progressive work experience in the above-mentioned fields required.
  • Demonstrated experience using data and modules to forecast and identify workforce demographics and trends; Create models that predict trends and use statistical methods to analyze data and generate reports.
  • Effective written communication skills, including experience writing investigative, analytic, federal compliance, or equivalent reports.

Desired Qualifications

  • Master's degree in related field (Diversity, Equity & Inclusion, Human Resources or MBA, I/O Psychology or MPA with a Project Management focus)
  • Office 365 with a focus on Excel and PowerPoint skills. Use of, or willingness to learn, Visier and Power BI, and other analytical tools as needed
  • Experience working independently and prioritizing projects in time-sensitive situations, paying keen attention to accuracy and details.
  • Effective oral communication skills, to include the ability to communicate detailed information cohesively
  • Superior aptitude for detailed planning, execution and documentation and ability to
  • synthesize complex projects into work plans with interdependencies and timelines.
  • Familiarity with best-in-class diversity and inclusion strategies, practices and data analytics
  • Ability to work collaboratively in a team environment with people at all levels in an organization
  • Excellent interpersonal skills with a strong customer service orientation and political acumen.
