Position Description
The primary duties of the Senior NEPA Specialist include assisting in the preparation of environmental documents (CEs/EAs/EISs/State Env. Studies) pursuant to the National Environmental Policy Act (NEPA). Position could also assist with a wide variety of environmental compliance and natural resource activities as they relate to water resources and wetlands, ecosystem restoration and mitigation, state-level permitting, and air quality and traffic noise (optional) for infrastructure projects. The primary focus will be on NEPA documentation compliance for transportation projects in Utah. This position could also assist in the preparation of NEPA documents related to projects for other federal agencies (BLM, Forest Service, Reclamation) or for those that occur on federal lands.
The candidate must have a strong background in environmental services pertaining to the transportation market. The position will involve working closely with local staff to drive program development. Position encompasses a client focus, networking and establishing client relationships, developing leads, and strategic thinking in future directions for both our clients and programs. It also includes identifying market changes and anticipating their impacts to the business, pre-proposal visitations and supporting proposal preparation with technical and marketing staff by providing client-centric input and feedback, and giving presentations.
- Possesses and maintains a deep understanding of how clients perceive their technical problems, and has the ability to package HDR expertise as solutions to these problems. In turn, supports marketing (client development) leadership in crafting client capture plan strategies.
- Provides hands-on mentoring and team participation to create a bridge between business class technical resources and client requirements - acts as the customizing advisor to "configure" HDR resources in a manner expected by specific clients.
- Senior Project Manager for environmental permitting and NEPA projects (seller-doer).
- Works with client development leadership to prioritize the marketing and business development efforts of the organization to prioritize business efforts that provide maximum return on investment.
- Identifies and develops opportunities to expand services to clients.
- Champions a quality-culture within the sector organization, and within production teams, serving the sector's clients.
- Acts as client manager for select clients.
- Leads risk management activities for both contract reviews and project deliverables.
- Directs the technical messaging and professional attendance at professional organizations and industry events.
- Supports technical leadership to identify and develop strategies for world-class services.
- Works with marketing leads and area managers to establish direction and growth strategies for the practice, including strategic hires, acquisitions and emerging opportunities.
- Works with client development leadership to prioritize the marketing and business development efforts of the organization to prioritize business efforts that provide maximum return on investment.

Required Qualifications
- Education: BS or BA degree in Biology, Environmental Sciences, Social Sciences, Engineering Planning or related field is required.
- Experience: 10+ years experience working with NEPA including developing plans, writing proposals, developing scopes of work, budgets, and schedules for complex environmental projects with multi-disciplinary teams and multi-agency efforts; marketing clients, particularly within the transportation market.
- Excellent writing and verbal communication skills for a broad range of audiences
- Strong conceptual, organizational, analytical, problem solving and research abilities
- Ability to support multiple complex and time sensitive projects effectively
- Identify and resolve issues effectively and efficiently
- Recognize and understand big picture concepts while recognizing details that are important
