Job Description

The Senior Traffic Operations Manager is responsible for oversight of supervisors and operator/dispatchers at 24x7 Florida Dept. of Transportation TMCs responsible for detecting incidents and providing traveler information to motorists through various intelligent transportation systems.

Responsibilities:

  • Responsible for managing all 24x7 operations staff
  • Serve as the primary point of contact for the TMC and partnering agencies, including the Florida Dept. of Transportation and Florida Highway Patrol
  • Manage recruiting, prospect interviews, and recommend staff for hire/advancement
  • Prepare or review shift scheduling, HR performance reviews, and conflict resolution
  • Maintain 24/7 awareness of control room-related equipment status, and facilitate coordination of service failures with field and information technology staff to ensure maximum system availability
  • Coordinate any internal or external customer issues related to complaints, inquiries, and public information requests
  • Author and maintain TMC documents, including standard operating procedures, guidelines and training materials
  • Routinely report to client and company stakeholders on the operation's efficiency and effectiveness in providing regional traffic management, traveler information, incident management, and active vehicle detection systems
  • Assist in maintaining thorough roadway operations by guiding essential control room operation decisions, developing special event response plans, participating in post-incident analysis exercises, and by ensuring that staff resources are being tasked in an impactful manner
  • Prepare weekly and monthly reports on the performance of TMC operations.
  • Schedule and administer control room staff meetings
  • Participate in meetings, seminars, conferences, and committees as assigned.
  • Serve as a subject matter expert for the client and AECOM on TMC control room operations, incident management, operations statistical analysis, and field maintenance practices
  • Conduct day-to-day management of the TMC staff and resources, including problem resolution concerning TMC operations
  • Maintain and update standard operating policies with current ITS deployment, software systems, and industry standards
  • Determines and uses existing measures of effectiveness for the TMC in terms of efficiency and effectiveness in providing transportation management, traveler information, and incident management
  • Participates in regular Traffic Incident Management meetings, TMC coordination meetings and ensures appropriate interagency coordination on planned and unplanned events
  • Coordination of TMC public relations activities such as external and internal TMC marketing efforts, TMC tours, and presentations
  • Develop and update training materials while overseeing the TMC training certification
  • Maintain required minimum staff coverage meeting all contractual requirements
Qualifications

Minimum:

  • BA/BS plus Ten (10) years of similar experience required in a supervisory role in 24x7 transportation, public safety, or commercial operations in an urban environment or demonstrated equivalency
  • Experience with the day-to-day operations of the traffic control room facility.
  • Experience in Transportation, Systems, Management and Operations (TSM&O), and Traffic engineering principles along with a general knowledge of Intelligent Transportation Systems (ITS).
  • Experience in the use of Advanced Traffic Management Systems.
  • Experience preparing technical and performance reports, management presentations, spreadsheet analysis, and interoffice communications.
  • Experience in the use of standard software applications, such as Microsoft Office (Word™, Excel™, PowerPoint™, Access™ and Outlook™).
Preferred:

  • Experience in leadership, management, and staff relationship
  • Experience interpreting technical information in layperson's terms
  • Experience with coordinating real-time operations activities and priorities in an effective manner under pressure and in a variety of work conditions for self and support staff
