JOB SUMMARY: The Project Manager will organize, plan, and manage a seven-year Federal software engineering project supporting the US Forest Service. This project will maintain and modernize a critical business application suite used to manage wildland fire fighting situational awareness and resource decisions ranging from the national level down to incident coordination. The Project Manager will oversee the operations and maintenance for the current legacy system and will simultaneously lead the architecture, development, deployment, and sustainment of a modernized Cloud-based version of the current system.

POSITION REQUIREMENTS: Master’s degree (preferably in an engineering discipline) from an accredited college or university. Minimum 13 years’ project management experience, with at least 4 years’ experience managing software development projects.
Current Project Management Professional (PMP) certification required; PMI-ACP is desired.
Â
SECURITY CLEARANCE: U.S. citizen; must be able to pass a National Agency Check for access to Federal IT systems. Active Secret or Top Secret clearance is a plus.Â

JOB TYPE:Â Full Time; anticipated start date is June 1, 2023 contingent upon contract award. Project period of performance is up to seven years.

LOCATION: Candidate must be located within commuting distance of Colorado Springs, Colorado, or be willing to relocate to the area.
Â
SALARY RANGE: $115K to $135K, the estimated range represents the typical salary for the position commensurate with experience, knowledge and demonstrated success in the field and other factors.
The pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.Â

DUTIES & RESPONSIBILITIES:Â
- Supervises a team of software development consultants, Cloud solutions architects and engineers, Scrum Masters, a DevOps Engineer, database engineers and administrators, business analysts, service desk managers, and others to ensure the project is completed to the satisfaction of the Government client.
- Works directly with the Government Product Owner and Project Manager for successful Agile service delivery.
- Delegates work and assignments to team members based on expertise, work experience, and time constraints.
- Manages the project to ensure adherence to budget, schedule, scope, and quality.
- Develops project plans, monitors progress, and delivers reports.
- Conducts cost analysis, estimating expected costs for the project.
- Sets and tracks project milestones; manages and accounts for unforeseen delays, then realigns schedules and expectations as needed.
- Conducts risk assessments; reports identified risks to management; provides recommendations for mitigation of risk.
- Establishes and implements project communication plans, providing status updates to affected staff and stakeholders.
- Performs other related duties as assigned.

- Proven success in supervising and motivating virtual and in-person US-based teammates to complete tasks in a timely manner.
- Excellent verbal and written communication skills.
- Thorough understanding of PMBOK project management principles and best practices
- Thorough understanding of Agile software development frameworks
- Proficient with, or able to quickly become proficient with, a range of general and specialized applications, software, and hardware used in the organization and the industry.
- Proficient with Microsoft 365 Suite and Jira

- Prolonged periods sitting at a desk and working on a computer.
- Must be able to lift up to 15 pounds at times.
