Provides engineering design, orders equipment and coordinates the construction of expense and capital projects as assigned. Ensures projects meet scope, cost and schedule requirements. Provides engineering support to the maintenance organization to allow the plant to meet its cost and production goals. Perform the primary thinking encompassed by this job description.
DUTIES AND RESPONSIBILITIES
May include, but are not limited to, the following:
- Develops the project scope with the assistance of stakeholders, included but not limited to redlining P&IDs, equipment drawings, loop sheets, etc.
- Develops project budget estimate and submits for funding.
- Provides conceptual and detailed designs for piping, vessel, instrumentation, etc. in accordance with good engineering and safety practices, government regulations, plant specifications and applicable codes.
- Initiates procurement of materials and communicates with purchasing, vendors and stores to control expediting and receiving of material.
- Ensures new equipment for quality and conformance to specification, including scheduling and reviewing third party inspection.
- Prepares work descriptions and drafts scopes of work for outside contract work, contacts contractors as necessary to obtain quotations on work to be performed. Prepares commercial and technical bid comparison, selects contractor and submits for requisition.
- Works with construction coordinators to manage field installation; inspects and accepts work.
- Coordinates the activities of consulting firms when necessary. Thoroughly reviews all engineering packages prior to issuing out for execution. Consults with other engineering personnel and vendors in order to stay informed on materials, equipment and design methods.
- Contributes to creating and maintaining a favorable plant image by encouraging positive relations with employees and the community, encouraging maximum safety efforts and maintaining ethical practices in the plant.
- Maintains PSM compliance of the engineering workflow including but not limited to Management of Change, P&IDs, MI, Electrical drawings updates, equipment file updates, operator and maintenance training, set up and maintain Warehouse Spares inventory,
- Fully support Company goals of continuous improvement and operational excellence at strategic and tactical levels including reviewing area of responsibility for improvement opportunities to initiate projects or communicate ideas to management as well as active participation on projects teams.
- This position may be required to drive company vehicles from time to time.
- Ability to read, understand and apply information from technical manuals, equipment drawings, P&ID’s, isometric drawings, electrical one-line diagrams, loop sheets, and other reference materials.
- Ability to lead a team with a high regard for safety and environmental concerns and with a strong commitment to policies.
- Effective written, verbal, and communication skills to satisfy training, safety, and electronic message transmission policies of the company.
EDUCATION, EXPERIENCE AND QUALIFICATIONS

A bachelor’s degree/technical degree acceptable to management and a minimum of ten (10) years of experience in refining, manufacturing, or the petrochemical industry supporting capital projects.
Proficiency in MS Suite (Outlook, Word, Excel) is required. Experience with Navisworks, SAP, AutoCAD, Revu is preferred.
