Position Summary:
The Sr Technical Manager's focus will be on the architecture and delivery of all enterprise core infrastructure. The manager within GSRM, is responsible for leading teams to standard and scalable technologies and designs, while implementing and executing platforms, policies, playbooks and technologies. There will be a close relationship between the Global (IT) Information Technology teams, security engineering and operations (SOC) teams supporting, IT, LAN/WAN network interconnectivity, incident response and connectivity establishment and resolution on a global scale. This leader will ensure all production network and security controls and technologies are evaluated, enabled, monitored and built with efficacy and effectiveness to meet or exceed industry guidelines. This IT leader will help establish baselines, visibility to status and reporting of existing technologies, communicate baseline measurements, established polices and SLAs, across all aspects of the IT network and making recommendations for constant improvement, while keeping the business and customer experience in mind.
This leader should have a deep technical understanding of host, application, network and basic network security practices, as well as all incident response protocols and practices. Must be familiar with security industry standards and best practices, and must be able to effectively work with development, application and operational counterparts, across a broad technical environment in all network and security areas common within an e-commerce and technology industry. This leader will also assist in reporting to their leadership, gap and growth areas ensuring all IT, networking and security contributing platforms and technologies are properly supported, implemented and sufficiently met the needs for which they are deployed to connect and protect SHEIN confidential and proprietary data.

Certifications: Relevant certifications, such as MCSE, MCP, CISSP, CCSP, CISA and/or PMP are desired
Years of Experience: Generally, requires 8-10 years related experience in an engineer and leader type role.

Core Responsibilities:
- This is a leadership and hands on opportunity that will require a comprehensive understanding of enterprise technologies, network interconnectivity, scalable and secure designs that will sustain a growing environment.
- Management and administration of technologies inclusive and or similar to Active Directory (AD), OKTA, Device Management (InTune/SOTI/Etc...), Microsoft Suite, Email, PKI, DDI, LAN/WAN, SD-WAN, Network Access Control (NAC), Stateful Connectivity, VPN, Etc.
- Should have a working knowledge of all enterprise type infrastructure, cloud connectivity providers, CDNs, AWS/Azure/Google Cloud/Tencent/Alibaba type providers and related architectures, for enterprise interconnects, data tunneling and reliable reachability.
- Will manage a distributed environment at scale, inclusive of asset management.
- Establish and lead to standard, staffing responsibilities, maintenance, ticketing/reporting processes, all while baselining images, RDP technologies, desktops/laptops, printers, video cameras, LAN/WAN network interconnectivity supporting work from home users, enterprise users, warehouse and studio users and 3rd Party Connectivity.
- Understand and be able to troubleshoot end-to-end global and remote office, user connectivity to enterprise locations and cloud-based infrastructure systems and services
- Should be able to document to perfection, planned change activities (similar to SOP with backout plans) while adhering to change management processes.
- Required (and demonstrated) to document site technologies in detail via whiteboard and Visio type software, write clear and concise direction for operational support and maintain all documentation to company standard.
- Collaborate with the security reliability engineering, change management, threat hunting, vulnerability management and incident response functions and participate in any day-to-day cross functional relationships to fulfill business needs.
- Participate in creating and updating new strategy, project plans and policy documents based on security direction and data protection requests that map to SHEIN's business requirements
- When needed liaise with external agencies, such as law enforcement, standards and technology organization, advisory bodies and industry and peer working groups as necessary, to ensure that the organization maintains a strong security posture and technical congruency.
- Work directly with business units to facilitate change requests, incident response protocols, data analysis, solution requirements and technology roadmaps to ensure compliance with industry and regulatory standards.
- Establish credibility throughout the global organization by earning the reputation for being a proactive leader.
- Architect visibility/protection type technologies, sustaining high-availability service levels and ensure fulfillment of business-wide service levels.
- Demonstrates continuous effort to improve system security while maintaining the best possible performance, streamline work processes and work cooperatively and provide a quality, seamless customer experience.
Skills and Qualifications:
- A minimum of 7 years of experience in enterprise Information Technology discipline with exposure and experience in networking, cloud and premise reachability and experience in e-commerce, ISP or technology industry preferred.
- Fluency in Mandarin is highly desired
- Should possess a Bachelor's degree or higher in the field of engineering, computer science or equivalent advance technology field of study
- Strong knowledge of data privacy regulations and guidelines similar to GDPR, CCPA, PCI, CPA etc.
- Experience building and running from ground up a mature, standard, segmented, highly available, geographically redundant, secure, platform managed network.
- Must have experience partnering with global ISP's for circuit provisioning, connectivity reporting and SLA adherence
- Experience with change management lifecycle, development and regular preparation of management status and key metrics reports
- Should have strong process and procedure ownership experience for audit and control systems
- Ability to translate network interconnectivity to enterprise and cloud resources from a technical perspective to business-line understanding and execution
- Ability to work with extremely technical staff working on very sensitive subject areas and with extremely sensitive information
- High level of personal integrity, with the ability to professionally handle confidential matters and exudes the appropriate level of judgment and maturity
- Must be able to support on-call, escalation and high-paced/ fast tempo production environments
- Must be a strong communicator with exceptional verbal and written communication skills to translate the vision and strategy into clear priorities and direction, both internally and externally.
