Job Title: Sr. Project Manager - SaaS Implementation

Duration: 12 months

Location: Salem, Oregon (Hybrid)

Candidate must be within 50 miles

Will start as a part-time role with 25hrs and might increase to 40hrs depending on the need.

Job Description:

We are seeking an experienced Senior Project Manager with a demonstrated mastery of project management skills to oversee the implementation of a Software as a Service (SaaS) solution replacing our agency's current legacy system. The successful candidate will operate effectively with minimal supervision, maintaining the highest professional standards while managing complex and high-risk projects that align with the state government's top priorities.

Key Responsibilities:

  • Plan and manage the agency-wide core business system replacement project, adhering to PMI PMBOK Standards and the EIS Stage Gate process.
  • Prepare project plan and implementation plan, generate weekly status reports for PUC and vendor, collaborate with vendor on implementation activities, issue monthly status reports for EIS and LFO, oversee requirements discovery including functional design specification and system security plan, create prototype testing plan, manage development and configuration, ensure readiness for user acceptance testing, devise data migration, knowledge transfer, and training plans, execute user training, coordinate implementation and go-live plans, and compile project close-out documents.
  • Develop comprehensive project plans, including artifacts required for EIS Stage Gate endorsements, and the implementation plan.
  • Collaborate with vendors to coordinate implementation activities and ensure project milestones are met.
  • Create and maintain project documentation, including project plans, status reports, functional design specifications, system security plans, and more.
  • Facilitate communication among stakeholders, employees, and contractors to address needs and resolve issues efficiently.
  • Provide purpose, direction, and motivation to the project team to ensure maximum performance and adherence to project goals.
  • Lead projects from requirement definition through deployment, including schedule, scope, budget estimation, and risk mitigation.
  • Coordinate internal and external resources to ensure tasks align with scope, schedule, and budget.
  • Analyze project status and adjust scope, schedule, or budget as needed according to change control processes.
  • Establish and maintain relationships with client stakeholders, providing regular updates on project status and changes.
  • Ensure adherence to best practices in Change Management, Vendor Management, and Risk Management throughout the project lifecycle.

Requirements:

  • Bachelor's degree in a relevant field; advanced degree preferred.
  • Minimum of 3-5 years of recent experience planning and managing agency-wide core business system replacement projects.
  • PMI or PMP Project Management Certification.
  • Proficiency in creating and maintaining project documentation following PMI PMBOK Standards.
  • Strong communication skills with the ability to effectively convey complex information to various stakeholders.
  • Proven ability to lead and motivate cross-functional teams to achieve project objectives.
  • Experience in coordinating with vendors and external resources to deliver project milestones on time and within budget.
  • Demonstrated proficiency in Change Management, Vendor Management, and Risk Management practices.

Additional Information:

  • This position is estimated to require 25-40 hours per week, with potential for additional hours as needed to meet project deadlines.
  • The duration of the implementation project is expected to be up to 24 months.
  • The successful candidate will work closely with high-level state government officials and contribute to the advancement of state objectives.
