Summary
The Post Secondary Student Trainee will assist the Regional Administrator by providing administrative, program analysis, personnel, and office automation support.
Post Secondary Students are TERM appointments NTE 4 years in the competitive service. Upon successful completion of all program requirements and at the agency's discretion, the student may be eligible for non-competitive conversion to a career/career-conditional appointment. - Must be at least 16 years old and a U.S. Citizen.
- Candidate required to obtain the necessary security/investigation level.
- The entire duration of the Post-Secondary Student appointment constitutes a trial period.
- Must maintain enrollment as a student pursuing a baccalaureate or graduate degree on at least a half-time basis.
Qualifications
To qualify for Student Trainee (Administration and Analysis) at the GS-05 grade level, applicants must possess the following experience and/or education:
Specialized Experience: One year of specialized experience equivalent to at least the GS-04 grade level, in the Federal Service. Examples of specialized experience:
- Providing administrative support to others, such as: proofreading correspondence for format and grammar, tracking action items, reviewing forms for completeness, and responding to telephone inquiries.
- Using Microsoft Outlook to compose and send emails, create, and manage appointments for self and others.
- Using Microsoft PowerPoint to create and edit presentations, creating slides by adding bullets and text, placing graphics, inserting charts, reordering slides, etc.
- Using Microsoft Excel to create spreadsheets and possess the ability to imbed basic mathematical formulas and functions in order to calculate, sort, manipulate and reformat data.
- Conducting research over the internet to obtain information.
Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
Education
Post Secondary students must be enrolled or accepted for enrollment in an accredited institution of higher education and pursuing a baccalaureate or graduate degree on at least a part-time basis as determined by the academic institution.
Any applicant falsely claiming education and/or an academic degree from an accredited school will be subject to actions ranging from disqualification from federal employment to removal from federal service.
If your education was completed at a foreign college or university, you must show comparability to education received in accredited educational institutions in the United States and comparability to applicable minimum coursework requirements for this position. - Upon completion of the requirements for graduation and successful completion of the Post Secondary Student program requirements, you may be eligible for non-competitive conversion, at the agency's discretion, to a career or career-conditional appointment.
- To be eligible for conversion, Post Secondary Students must:
- Complete a course of study leading to a baccalaureate or graduate degree;
- Complete at least 640 hours of continuous employment;
- Meet time-in-grade requirements in accordance with 5 CFR, Part 300, Subpart F; and
- Meet the OPM qualification requirements for the position to which being converted.
- If recommended for conversion, the employee will be converted into a career or career-conditional appointment as an Administrative Support Assistant, GS-0303-05/6/7. The full performance level (FPL) of the conversion-out position is GS-07. Note: There is no obligation to provide future promotions if you are selected. Promotions are dependent on your ability to perform the duties at a higher level, meet all the performance requirements, and the supervisor's recommendation to the next grade.
