Summary

This position, located within the Strategic Investment Management (SIM), Executive Director's Office of the Veterans Health Administration in Washington, DC. In this position you will serve as the Deputy Executive Director and provide executive level assistance and advice and is responsible for management and oversight of three major services, Business Architecture (BA), Investment Governance Services (IGS) and Requirements Development and Management (RDM).

Qualifications

To qualify for this position, you must the following:

Specialized Experience: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-14) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of this position, and that is typically in or related to the work of the position to be filled. Specialized experience includes planning, coordinating, and executing business functions, resource allocation and production; understands and applies procedures, requirements and regulations/policies related to healthcare; performing project management to include coordinating and managing projects and resources, monitoring cost, work, and performance; able to solve problems/issues in a systematic manner and recommends/takes appropriate action for reconciliation. Applicants must have excellent verbal and written communication skills. Selective Placement Factor: This position includes a selective placement factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. You will receive credit for all qualifying experience, including volunteer experience.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. The work may require some periods of overtime, intense concentration, and long hours to meet program deadlines and to devise corrective action and solutions to unexpected management crises under time-sensitive conditions. The work requires almost constant use of a video display terminal.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
