High-Level Project Summary/Intro: 

Dev Technology is seeking a Technical Proposal Solutioning Writer who will provide exceptional technical and proposal writing services to the Dev Technology Business Development Team. The candidate will join the Proposal Operations Team and work directly with business development, capture, solution architects and technical SMEs to deliver technical responses to federal government-issued solicitations, including Request for Proposals (RFPs), Requests for Quotation (RFQs), White Papers, and Requests for Information (RFIs). This position is a great opportunity to work for an Emerging Large Business, that is fully backed and supported by a mature proposal process and be in a role with high visibility and collaboration with the Dev Technology Executive Team. Additionally, this role may be eligible to receive monetary rewards in relation to the technical proposal solution writing efforts for awarded proposals.

What You'll Be Doing: 

• Analyze solicitation requirements and work to understand client needs to write compelling and compliant technical content, both independently and in collaboration with technical resources
• Interview and/or work with technical SMEs, Solution Architects, Capture Managers, and Teaming Partners to undertake research, obtain information for proposal and then independently develop technically clear and compelling proposal content
• Work with technical SMEs, Solution Architects, Proposal Manager and Capture Manager to prepare draft storyboards and guidance material, and support recommended preferred approach or strategy
• Lead writing/developing technical approaches and solutions for proposal efforts, including developing win themes and writing strategies based on solicitation requirements and performance work statement (PWS) tasks.
• At times this role may require writing for non-technical proposal areas such as past performance descriptions, staffing plans, management narratives and resumes for large scale, complex, strategy proposals.
• Participate in color reviews and develop and refine comprehensive technical proposal content based on feedback from review teams as well as capture manager/proposal manager guidance
• Read and edit proposal content for messaging, win themes, compliance, and accuracy with high attention to detail
• Provide insight on proposal content and where the team can emphasize or incorporate strengths and benefits to improve responses
• Lead and create storyboard with technical SMEs on proposal solutioning sessions
• Organize and carry out multiple technical proposal writing and ad hoc tasks simultaneously under tight/changing deadline
• Ability to translate complex information gathered into clear, concise, and persuasive content
• Compile, organize, and maintain boilerplate content, such as technical approaches, executive summaries, capabilities statements, program management plans, quality control plans, staffing and transition plans

Required Education, Experience, and Skills: 

• Bachelor’s degree or higher in Information Systems, Information Technology, Computer Science, Technical Writing or other related disciplines.
• 6+years’ experience writing federal government proposals
• Experience with the Shipley Proposal Process
• Experience and ability to develop content on technical practices such as DevSecOps, various Agile methodologies, tools, and systems etc.
• Experience working and collaborating with technical SME’s on understanding technical requirements to support the generation of a Concept of Operations (CONOPS)
• Confidence in interviewing Subject Matter Experts (SMEs) and able to transform technical details into legible easy-to-understand narrative
• Ability to analyze and understand complex technical topics
• Strong time management and organization skills with fine attention to detail and ability to manage multiple projects under tight deadlines
• Proficient with MS Office suite (Word, Excel, PowerPoint, etc.), Microsoft SharePoint Online, and Adobe Acrobat
• Demonstrated success writing and leading technical, management, transition, staffing, and/or corporate experience and past performance volumes for complex efforts.
