Description: Description The Workforce Development Manager is responsible for overseeing and implementing the Illinois Youth Investment Program (IYIP) in Cook County. This role involves program management, staff supervision, partnership development, and compliance with funder requirements. MAJOR DUTIES AND RESPONSIBILITES Program Management • Oversee the implementation and structure of the IYIP program, ensuring compliance with funder requirements. • Develop and maintain relationships with Cook County NFPs, school districts, and Juvenile Justice partners to create linkages for youth. • Ensure programmatic goals and objectives align with the organization's mission and funding guidelines. • Organize and facilitate regular team meetings to ensure program effectiveness and staff coordination. • Maintain programmatic budget with the assistance of the Senior Director of Programs and Director of Youth & Community Initiatives. Staff Development & Supervision • Provide reflective supervision, coaching, and mentorship to program staff. • Identify staff training needs and provide opportunities for professional development in education, training, career development, and placement. • Ensure staff adherence to program policies and procedures. Compliance & Reporting • Ensure all assigned program reports, ILworknet, Paylocity, and IYIP SharePoint documentation are completed and submitted in a timely manner. • Maintain participant files, bus card logs, timesheets, and all required IDHS documentation. • Ensure all IYIP performance standards and compliance mandates are met. • Protect the confidentiality of all program-related information. Stakeholder Engagement & Collaboration • Collaborate with personnel from relevant agencies, schools, churches, and communities. • Represent the program at departmental and partner meetings. • Support and contribute to inter-system collaboration with other service providers to improve social service delivery systems. • Develop reports, presentations, and promotional materials for the program. Other Responsibilities • Monitor and ensure program quality with the Program Director and Coordinator. • Maintain accountability for results and commitments to program success. • Perform additional duties as assigned.Requirements: Requirements QUALIFICATIONS FOR THE JOB Education: • Bachelor's degree required; Master’s degree preferred. • Minimum of five years of supervisory or administrative experience in workforce development, youth services, or a related field. • Experience working with youth from diverse backgrounds. • Knowledge of youth development principles is a plus. Skills & Competencies • Strong leadership and organizational skills. • Sensitivity to cultural diversity and ability to engage with diverse families, professionals, and community groups. • Ability to communicate effectively in both written and verbal formats. • Experience in handling emergency and crisis situations. • Competency in Microsoft Office and online databases. • Bilingual (Spanish/English) preferred. • Ability to communicate and cooperate with diverse families, various professionals, and community groups. • Demonstrates leadership abilities and abilities to utilize reflective supervision Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees or the organization. Exercises discretion and independent judgment in executing tasks. • Valid Driver’s License and Automobile Insurance. • Bilingual preferred (Spanish/English). PHYSICAL REQUIREMENTS Must be able to remain stationary 50% of the time. Must be able to frequently move inside the office to access file cabinets, office machinery, etc. Must be able to transport oneself to and from work sites. Occasionally ascends/descends stairs. Constantly moves to assist during program activities. Frequently moves desks, chairs, tables and easels. At times may be required to lift up to 25 lbs. for various classrooms and event’s needs. Frequently moves in outdoor weather conditions.
