Qualifications Qualification Requirements: Knowledge of basic principles and practices of budget formulations in order to prepare written funding justifications, consolidate budget requests, request additional funds, and monitor expenditures against obligations for specified programs. Skill in balancing funds between accounts, i.e., transferring funds between line items or sub-projects or identifying excess funds for possible transfer to other operating programs. Highly Desirable: Knowledge and understanding of the substantive nature of the Army's Morale, Welfare, and Recreation (MWR) and community and family support operating programs and their interrelationships and funding channels. A bachelor's degree in a financial management related field; knowledge or experience in NAF/APF financial programs; CPA certification. Highly Preferred Criteria: Possess a minimum (1) year of professional experience as a Budget Analyst or Financial Manager for Army NAF. Possess a minimum (1) year of professional experience planning, executing, and reviewing Army NAF or other governmental budgets. Possess a minimum (3) years of financial management related to budget forecasting, trend analysis, and business plans. Possess a minimum (1) year experience of operational oversight of cash handling procedures, internal controls, purchasing, and budget. (Qualified Candidates who meet the Highly Desirable Criteria and Highly Preferred Criteria will be referred to management first.) Experience must be shown on resume to receive credit. Pay-Band (NF or CY) Allowances and Differentials This is a pay-banded position. Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Night differential may be authorized by the Garrison Commander. Non-Foreign Overseas Allowances Non-foreign overseas allowances, cost of living (COLA), and differentials will not be paid, contingent upon eligibility.
