Summary
This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. You will serve as a Supervisory Management Analyst in the Administrative Department of NAVCOMTELSTA BAHRAIN.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

This is an overseas position. You will be subject to and must be able to satisfy the overseas requirements of the 26Jul12 DODI 1400.25 V1230: https://www.esd.whs.mil/Portals/54/Documents/DD/issuances/140025/140025v1230.pdf
This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
Must be able to obtain and maintain a U.S. Passport.
May be required to obtain a VISA dependent on the overseas country's laws/regulations.
You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:
1. Performing personnel management functions such as, creating instructions, initiating recruitment actions, managing awards programs and creating civilian disciplinary documentation; AND
2. Analyzing and making recommendations concerning recruitment and staffing activities to ensure adherence to program policies, rules and regulations; AND
3. Compiling information such as vacancy rates, manning data, and staff recognition efforts to satisfy monthly data call taskers; AND
4. Advising employees and hiring managers on recruitment processes, interview best practices and awards policies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education
No minimum education requirements.
Probationary period:
In accordance with DoDI 1400.25, Volume 3005, Section 3.15, all employees newly appointed to a CES position will serve a 3-year probationary period. Permanent and term employees currently serving in a probationary period in the competitive service or a probationary or trial period in the excepted service will complete the period as prescribed in their original conditions of employment in the new CES position if they transfer without a break in service or are promoted, demoted, or reassigned to a CES position.
Additional information
The current workweek is Sunday through Thursday. Employees hired from continental U.S. will receive Sunday Premium Pay (computed at 25% of basic hourly rate, eight hours per week).
This position is covered by the Department of Defense Priority Placement Program.
This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.
Several vacancies may be filled.
Pay retention may be granted when certain conditions are met.
A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
Tour of duty will be 18 months unaccompanied/24 months accompanied.
