Summary
This announcement uses the Defense Industrial Base, major Range and Test Facilities Direct Hire Authority to Recruit and appoint Qualified Candidates to certain positions in the competitive service.
The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
Males born after 12-31-59 must be registered for Selective Service.
Possession of a valid State of California Paramedic License or National Registry of Emergency Medical Technicians Paramedic certification is required prior to employment.
The incumbent must obtain and maintain a valid California Paramedic License and Inland Counties Emergency Medical Agency (ICEMA) accreditation within sixty (60) days of appointment.
This is a Mission Essential (ME) position. In the event of a crisis situation, the incumbent must continue to perform the ME duties until relieved by proper authority.
This position requires participation in the DoD Firefighter Physical Fitness Program to include a physical exercise program and annual physical examination.
Must possess and maintain a valid state Driverβs License
This position requires the incumbent to work 144 hours bi-weekly.
Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
You will provide cardiopulmonary resuscitation, including advanced life support techniques, such as IV insertion, intubations, administration of emergency drugs and varying the approach for small children/infants.
You will perform as a member of a team in controlling releases of hazardous materials.
Selectee must be able and willing to work varying and/or rotating shifts and the selectee must be willing to work a 72 hour work week or 24 hour on/off work schedule.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-08
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Serves as a firefighter-paramedic who works to control and extinguish fires, rescue persons endangered by fire, and reduce or eliminate potential fire hazards.
GS-09
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-08 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Serves as a fully trained member of a firefighting crew engaged in the protection of life and property. Responds to alarms and combats fire in an industrial setting requiring the full performance of a firefighting tasks involving structures, equipment, and facilities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
GS-08:
Possession of a valid State of California EMT certification or National Registry of Emergency Medical Technicians EMT certification is required prior to employment; however, the incumbent must obtain a valid California / Inland Counties Emergency Medical Agency (ICEMA) EMT accreditation within sixty (60) days of appointment.
GS-09:
1. Must possess the following certifications issued either by the DOD, the Pro-Board, or the International Fire Service Accreditation Congress (IFSAC):
(a) Firefighter I
(b) Firefighter II
(c) Hazardous Materials Awareness
(d) Hazardous Materials Operations
(e) Hazardous Materials Technician or Hazardous Materials MSCs Product Control & Mass Decon
(f) Driver/Operator Pumper
(g) Driver/Operator Aerial
(h) Fire Instructor I
2. Possession of a valid State of California Paramedic License or National Registry of Emergency Medical Technicians Paramedic certification is required prior to employment; however, the incumbent must obtain and maintain a valid California Paramedic License & Inland Counties Emergency Medical Agency (ICEMA) accreditation within sixty (60) days of appointment.
NOTE: FIREFIGHTER SPECIAL RETIREMENT COVERAGE
MAXIMUM ENTRY AGE: Title 5 U.S.C. 3307 authorizes the head of any agency to establish a maximum entry age
for the original appointment of individuals to the position of primary and rigorous firefighter. The date immediately
preceding an individual's 37th birthday is the maximum entry age for original appointment to a position as a
Firefighter (Paramedic). This age restriction does not apply to those who have previously served in a Federal
civilian firefighting position covered by title 5 U.S.C. section 3307 provisions OR qualified veteran preference
eligible covered by title 5 U.S.C. 3307.
Primary Position- The employee's primary duties must be performing work directly connected with the control and
extinguishment of fires (CSRS and FERS). In general, if an employee spends an average of at least 50% of his/her
time performing a duty or group of duties, they are his/her primary duties. Fire Protection Inspectors, Fire Protection
Specialists and positions that are predominantly supervisory in nature or perform training are not considered
primary positions.
