Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a SECRETARY (OA), Position Description Number T5100000 and is part of the PA United States Property and Fiscal Office, National Guard. 1 or more Position(s) may be hired against this Announcement. Qualifications APPOINTMENT STATUS: EXCEPTED This is a Title 5 Excepted Service position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Non-Bargaining Position AOC A: NG employees at USPFO Resource Management AOC B: NG employees in the USPFO (This includes Supply and Services Division, Contracting, and Internal Review) AOC C: NG Employees of the Pennsylvania National Guard AOC D: All Service Members of the Pennsylvania National Guard AOC E: Federal Employees in an Agency outside of the Pennsylvania National Guard AOC F: U.S. Citizen Applicants Applicants who meet one of the DoD Priority Placement Program (PPP) categories below are eligible to apply with this preference. (See Required Documents section) Priority Placement Program, DoD Military Reserve (MR) and National Guard (NG) Technician Eligible Priority Placement Program, DoD MR and NG Preference Eligible Tech Receiving Disability Retirement Priority Placement Program, DoD Military Spouse Preference (MSP) Eligible Supervisor for this position is LTC Glenn Sudol. *NOTE: Accessioning into this position is contingent upon verification of Tier 1 Security Clearance. GENERAL EXPERIENCE: Experience, education or training performing any combination of the following tasks: typing (letters, forms); general clerical (answering the telephone, receiving visitors, composing correspondence, filing, reviewing outgoing correspondence for grammar, format, etc.) stenographic (taking and transcribing shorthand). Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Application must indicate 12 months experience in the performance of clerical or administrative duties which demonstrates that the candidate has thorough knowledge of office routines and functions sufficient to refer visitors and telephone calls and to route correspondence by name or functional area. Experience providing technical guidance and overseeing office procedures to meet the needs of an organization. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. Education If you are using Education to qualify for this position, completion of 2 academic years of education in an accredited college or university will satisfy the requirements for GS-4 positions. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience for GS-5 positions. You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position. Additional information If you are a male applicant who was born after 12/31/1959 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered, or you are not eligible for appointment in this agency (Register | Selective Service System: Selective Service System (sss.gov)). In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the employment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5 United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate.
