PRIMARY PURPOSE OF POSITION
Pepco Engineering manages the Electrical engineering and design of main and service replacements and roadway facility relocation in the PEPCO service territory. The engineering requirements are for simple through complex designs. Manage the gas engineering and design activities within Distribution Engineering by ensuring standards are followed, adhering to the engineering and work prioritization/approval process, managing and controlling the scope of work, maintaining a focus on accuracy, design criteria and constructability while ensuring customer and regulatory expectations are met or exceeded. Define, develop and ensure effective change management in the implementation of initiatives that will improve the business process effectiveness, including implementation of changes in technology and best practices. Manages continual improvement in the cost to provide engineering and design and in the response to company and contract installers. Responsible for performance measurements and design audits for the PEPCO installations. Assures the focus and attainment of business goals and objectives and safety performance. Develops and maintains an environment that promotes diversity and high productivity. Responsible for developing design documents using Computer Aided Design (CAD) systems. Lead, manage and provide leadership for the personnel and the activities of the designers/drafters of the Ensure compliance and adherence to accepted standard engineering and design practices and drawing standards. Develop, update, issue design drawings for transmission and substation activities. Maintain, create, and update CAD-based standards and specifications. Develop, update, and issue protective relay and communication diagrams. Incorporate vendor drawings into EED drawing system. Provide technical oversight to contracted engineering and design groups to ensure adherence to EED drawing standards. Tech Services Responsible to lead, direct, organize and control the distribution design engineering activities within the regions. Ensure compliance and adherence to accepted standard engineering and design practices for public relocation, system reliability, corrective maintenance, and system capacity projects (approx. 500,000 customers per region) across the distribution system while managing and controlling the scope of work, maintaining focus on accuracy, and ensuring constructability at the least cost. Responsible for performance measurements and design audits for all engineered plans. Communicate, execute, and supervise the process to ensure all work designs are appropriately scoped prior to construction issuance. Coordinate feedback on required design and standards application changes. Work with asset management to ensure, the design, coordination, and timely execution of the reliability programs. Lead and manage the design and execution of all distribution reliability issues within the region, including development and oversight of programmatic work to meet Company SAIFI and CAIDI targets. Ensure all customer reliability issues are addressed in a timely fashion. Responsibilities also include management of contracted engineering services, joint utility work coordination and providing technical expertise of distribution facilities to the Region. Assure the development and effective implementation of strategic initiatives. Assure the focus and attainment of business goals and objectives. Develop and maintain an environment that promotes diversity and high productivity Note: Position may be required to work extended hours for coverage during storms or other energy delivery emergencies.
PRIMARY DUTIES AND ACCOUNTABILITIES

- Provides management of the PEPCO Distribution engineering and design activities to ensure consistent timely, cost-effective designs, meeting customer service dates by having key interface with Work Management and construction, including contractors. Consistently monitor engineering activities to meet service dates.
- Manage technical employees to ensure adherence to company standards, policies and procedures by members of the workgroup, and enforce all applicable company, city, state and federal safety rules and regulations.
- Establish and manage the customer interaction, particularly with other utilities (e.g. phone, cable, water) to ensure that the company and the department are focused on the customers' needs and are delivering customer focused services and products.
- Control the preparation of budgets and manage local area budget to meet overall requirements.
- Develop and maintain an environment that fosters a high-performance culture and a learning organization. Lead a management team in promoting diversity. Serve as a change agent for business initiatives and assure the human element is understood and considered. Assure timely recognition of employee contributions and develop technical capabilities in the organization.

- Drives and oversees the development and implementation of short and long term strategic and tactical business and labor initiatives designed to assure the highest levels of customer services and to achieve Exelon's safety, reliability and performance goals.
- Manages the overall budget. Establishes and monitors business plans and business unit objectives. Balances cost control with appropriate capital and maintenance investments.

Develops methods to assess communication effectiveness and implement continuous improvement initiatives.
- Provide leadership to and development of the Design team. Provide accurate and timely feedback regarding performance and operations. Conduct performance planning and appraisals. Identify opportunities for growth and learning. Facilitates open and honest communication with staff. Assures that upward communication is integrated into the process, including employee concerns and complaints.
- Establish, maintain and improve relationships with other departments in Exelon and outside.
- Drive and oversee the development and implementation of short and long term internally generated distribution engineering, design, and reliability activities to eliminate rework, assure the highest levels of customer services and to achieve Exelon's safety, reliability and performance goals.
- Provide central and focused leadership and management of distribution engineering / design activities across Exelon by having key interface with Work Management to levelize engineering activities in conjunction with the work plan and to optimize crew utilization. Consistently monitor engineering activities to facilitate decision making that bundles work opportunities to maximize construction output.
- Manage the department budget. Establish and monitor engineering and design process to meet Asset Management and Operations objectives. Ensure scope control to contain costs and manage engineering estimates to within + / - 10% of actual project costs.

JOB SCOPE
- Pepco Engineering Manager reports to the Manager / Director of Distribution Engineering and is responsible for a staff of 5-7 direct reports and 30-40 indirect reports, consisting of 8-11 designers/drafters, 8-11 electrical engineers. (variation in total directs / mix based on Company requirements) Design authority providing design services to the Dist. Engineering disciplines within the Company. Responsible for developing design documents using Computer Aided Design (CAD) systems. Develop, update, and issue design drawings for new business, capacity expansion, reliability, obsolescence, and corrective maintenance activities. Maintain, create, and update CAD-based standards and specifications. Develop, update, and protective relay and communication diagrams. Incorporate vendor drawings into EED drawing system. Provide technical oversight to contracted engineering and design groups to ensure adherence to EED drawing standards. Ensure compliance and adherence to accepted standard engineering and design practices and drawing standards. Ensure that all designs meet the design basis for substation equipment and systems on the EED system. Identify training requirements and ensure they are satisfied. Responsible for performance measurements and design audits for all engineered plans. Communicate, execute and supervise the process to ensure all work packages are properly prepared and appropriately scoped prior to construction issuance. Responsible for executing collective bargaining agreements, implementing labor strategies, and negotiating elevated grievance hearings and arbitrations where Company applicable. Responsible for the organization's response to emergent activities, catastrophic events and storms. Actions have direct impact on Exelon Energy Delivery (EED) safety, reliability, and customer satisfaction goals, the transmission revenue stream of EED, the generation revenue stream of Exelon, and the public, political, and regulatory opinion of EED. Operates autonomously with wide latitude for un-reviewed actions and decisions. Establishes performance goals and expectations, coaches, mentors and provides feedback to direct reports. Maintains effective internal business controls by conducting audits, self-assessments, investigations and employee reviews.
- Manage a department budget of approximately $10 to $15M, Develop, manage and continuously evaluate an outsourcing strategy that optimizes staffing and utilization of internal and external resources. Responsible for distribution engineering and design support of approximately 1500 distribution feeders operated at distribution and sub-transmission voltages that serve approximately one million customer in the region. Engineering and design support of approximately $46 million to $70million of distribution construction work performed annually. Develop, enhance and maintain key interface with Work Management to ensure engineering and design activities are focused on optimizing construction output across the Company.
Qualifications
MINIMUM QUALIFICATIONS
- Bachelor's degree in Engineering or related field is required.
- 7-10 years of relevant experience OR in lieu of Bachelor's degree, 9-12 years of relevant experience
- Demonstrated knowledge and understanding of distribution engineering practices.
- Proven leadership ability in a high-performance culture OR demonstrated ability to manage, develop and implement process enhancements and efficiencies including technology and performance.
- Proven high level management skills in coaching and facilitating business competency.
- Self-initiator and proven performance management skills.
- Demonstrated ability to build consensus, establish trust, communicate effectively and foster culture change and ensure compliance to engineering processes and design procedures.
- Demonstrated business acumen, customer awareness and ability to create value / eliminate non-value activity.
- Ability to work independently and as a team member, effectively managing conflicting priorities in a multi-tasking environment.
- Strong interpersonal, problem-solving, motivational, negotiation, time management, and oral/written communication skills are required.

- Knowledge of company safety, regulatory and various operating policies and procedures.
PREFERRED QUALIFICATIONS

- Master's degree in engineering (or advanced technical degree) or Business Administration
- PMP Certification, Professional Engineering license in any engineering discipline preferred, not required
- Experience or knowledge of the specific functional area or discipline (e.g., Utility design/planning/construction or Information Technology experience)
- 3-5 years of supervisory experience (manager roles)
