- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-09) or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Knowledge of and ability to apply various laws, court and/or administrative decisions and interpretations, rules, regulations, policies, and procedures pertaining to contract law, personnel law, and litigation to perform extensive and thorough research, analyze and evaluate evidence; 2) Knowledge of law library materials and procedures for updating and researching cases, including primary sources, search books and secondary materials, 3) Knowledge of FOIA instructions and procedures to train and counsel personnel; 4) Skill in analyzing information and ability to make independent determinations regarding releasability of documents, redacting information, applicability of case law to matters at hand, sufficiency of documentation, apparent conflicts of interest; 5) Skill in communicating effectively orally and in writing to provide training in FOIA, ethics, and standards of conduct; conduct witness interviews and prepare witnesses; draft correspondence and legal documents.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-09:
master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degreeor
LL.B. or J.D., if relatedGS-11:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degreeor
