DHS and the HHS DC worked with the Centers for Medicare & Medicaid Services (CMS), and other federal partners responsible for the programs, to develop plans and obtain the required approvals to implement new applications on a common enterprise platform. The enterprise platform-based approach was developed to facilitate and meet the following organizational goals; easier sharing of data and information, reduced effort, and cost to maintain applications, and enhanced data security and compliance with governing laws and regulations. The Electronic Case Management (ECM) platform-based solution will replace several custom-coded systems and allow the Department to realize the benefits of leveraging best practices available in the platform-based tools. The scope of ECM spans several program offices and federal partners and includes case-management functionality needed for the following areas: β€’ Office of Medical Assistance Program (OMAP) β€’ Office of Mental Health and Substance Abuse Support (OMHSAS) β€’ Office of Children and Youth and Family (OCYF) β€’ Office of Long-Term Living (OLTL) β€’ Bureau of Hearings and Appeals (BHA) within the Office of Administration β€’ Office of Developmental Programs (ODP) β€’ Office of Child Development and Early Learning (OCDEL) β€’ Centers for Medicaid & Medicare Services (CMS) β€’ Administration for Children and Families (ACF) INCURRING COSTS: β€’ DHS is not responsible for any costs or expenses incurred by the service providers in the preparation of their quotes. β€’ The DHS is not responsible for any costs or expenses incurred by the contractor for parking. β€’ The DHS is not responsible for any costs or expenses incurred by the contractor for the carrying out of assigned duties. β€’ The DHS is not responsible for the costs or expenses related to Teleworking (working from home). RESOURCES: This a full-time, contract position that requires a work schedule of8.0 hours per day, Monday through Friday withcore hoursbetween 7:30 a.m. and 4:00 p.m. (meaning the regularly scheduled start time cannot be before 7:30 a.m. or end earlier than 4:00 pm. A regularly scheduled lunch break of a half hour or one hour (at contractors choosing) is taken between the hours of 12 – 1 pm). For the most part, this position is designated as full-time telework which would permit work from home. The exception at this time is the first Wednesday of each month, or the following Wednesday under special circumstances, when staff are to commute to 2525 North Seventh Street, Harrisburg, PA to work and collaborate with the PMO team. In addition, should the policy change, staff could be required to commute to this same location. DHS will supply all necessary hardware, software, network connection, business telephone number and VPN necessary to complete all assigned work, as needed. OBJECTIVES OF ENGAGEMENT: The primary objective of this engagement is to serve as the Enterprise Project Manager (PM) for the implementation of the ECM system. It is also expected that through this process the individual will obtain subject matter expertise (SME) regarding the case management for all agencies and this individual will also work cooperatively and lead other program PMs to ensure a successful implementation of the ECM system and associated business processes. Communicate and participate in the established governance structures for ECM with executive leadership, DHS program office stakeholders, and HHS DC as required. Establish plans and define activities to onboard and support program offices to the new ECM platform. Establish plans to decommission existing systems as onboarding is completed. CONTRACTOR SKILLS AND EXPERIENCE REQUIREMENTS: β€’ Seven (7) to nine (9) years of relevant experience directly managing technical initiatives with a large complement of project team members throughout the various IT areas, technical complexity, and vendor involvement. β€’ This position requires a high degree of skills, including but not limited to, budgeting, communication (verbal and written), leadership, negotiation and influencing, organizational, problem-solving, team building, human resource, and soft interpersonal skills. β€’ Experience implementing Enterprise solutions. β€’ The position requires a high degree of business and technical knowledge β€’ The position requires a high degree of business and technical knowledge β€’ Candidate must be a self-driven, assertive Project Manager with experience as an Enterprise Project Manager capable of making things happen and achieving quick results. β€’ Project management professional (PMP) certification through the PMI is preferred. β€’ A four (4) year college degree or equivalent technical study is preferred. β€’ Familiarity and experience with the Pennsylvania DHS are considered important. β€’ Candidate will need to provide points of contacts (POCs). β€’ A criminal history background check is required. β€’ A Pennsylvania State Policy (PSP) PATCH report is required for security access. OPERATIONAL REQUIREMENTS: The PM directs, administers, manages, and facilitates an enhancement, re-engineering of a business process or a developmental project. The PM is the individual ultimately responsible for the DHS ECM system implementation. The PM’s primary responsibility is to drive the entire effort from start to finish. The PM must ensure the project is completed on schedule, within the defined budget and the final product meets the business, technical, established quality requirements, and determined outcomes. The selected contractor must be familiar with the five (5) phases along with inputs/outputs identified by the Project Management Institute (PMI) that combine to turn a project idea into a working product. The PM will need to rely on their proven experience leading projects to a successful implementation, and their judgment, to plan and accomplish goals. Strong interpersonal skills are required when consulting with the program areas and various IT teams to define requirements and to analyze and resolve problems, ensuring collaboration and agreement with recommended solutions. The role description is outlined below: β€’ Direct, administer, manage, and facilitate an enhancement, business process reengineering or development of a high priority, high profile, and commonwealth enterprise-wide information technology project of strategic importance. β€’ Manage other PMs. This individual will serve as the primary and/or Lead PM for an agency-wide initiative involving other PMs. β€’ Accountable for activities with excess delivery cycles of 8 to 24 months. β€’ Manage, coordinate, and establish priorities for complete life cycle of the project including the planning, design, programming, testing, and implementation of business solutions designed to meet requirements of the program offices within the Department. β€’ Responsible for the development of estimates for the enhancement, business process re-engineering or development effort in planning, analysis, design, construction, testing, and implementation. β€’ Works with team leads to adjust and revise project estimates when necessary. β€’ Ensure new project estimates are approved and agreed upon by the client. β€’ Develop the detailed Project Management Plan for the enhancement, business process re-engineering or development effort. β€’ Accountable for the approval and sign-off of the Project Management Plan with customer representatives and all affected project stakeholders. β€’ Accountable for delivery of all work tasks identified in the Project Management Plan and Project Schedule. β€’ Design project plans, which identify needs and define major tasks and milestones, based on scope, resources, budget, and personnel. β€’ Ensure tasks provide value and support the strategic direction of the project and meet service commitments. β€’ Manage and track the project progress against the project schedule. β€’ Monitor project milestones and phases and take corrective action, as needed, to ensure the project is on schedule. β€’ Monitor and track the project budget and advise necessary stakeholders. β€’ Plan, organize, prioritize, and manage multiple work efforts across the project team. β€’ Notify team members of project timelines, milestones, phases, work requests, target dates, and approved executable work packages. β€’ Responsible to schedule or monitor status reviews, project management inspections, software quality assurance work product, and process reviews with the appropriate stakeholders. β€’ Responsible for the capturing and reporting of required project management metrics. β€’ Analyze and distribute project metric reports associated with work items related to improvement measures. β€’ Ensure all scope changes are documented and follow processes outlined in the Change Management Plan. β€’ Prepare status reports on a periodic basis for the project team, team leads, group leads, sponsor, and appropriate stakeholders. β€’ Report status and recommendations to senior leadership as needed. β€’ Follow HHS DC PMO methodology to ensure consistency throughout the various IT and program areas by reviewing the project standards and procedures with project team members. β€’ Provide input and support for continual improvement within the HHS DC PMO to better service the HHS DC supported program areas. β€’ Work closely with HHS DC Application, Data Warehouse, Solution Management, Networking, Security and Service Management teams, as required, identifying tasks for the project schedule to support the implementation. β€’ Facilitate discussions between IT areas and vendors with focus on solution(s) to ensure the needs/requirements of the program area are achieved. β€’ Anticipate issues and proactively address them. Identify and manage project risk and issues using a RAID Log. Develop risk mitigation strategies tracking to closure. Engage management in a proactive manner. β€’ Build and maintain relationships with key stakeholders and customer representatives. β€’ Serve as the primary point of contact for all project-related issues and the resolution of issues. β€’ Communicate effectively with customers and software / hardware suppliers supporting the commonwealth as appropriate. β€’ Communicate to team members how their work assignments relate to and help achieve project objectives. β€’ Accountable for the final project management evaluation review with stakeholders. Manage and track the project status against the project schedule. β€’ Following the HHS DC Daptiv guidelines, providing weekly project updates. β€’ Coordinate system testing with appropriate staff resources. β€’ Deliver presentations, as necessary. β€’ Ensure project compliance with HHS DC standards and procedures. β€’ Develop and facilitate the achievement of project service commitments. β€’ Ensure tasks are providing value and supporting the strategic direction of the project. β€’ Balance workload with project members’ capacity. Engaging management in a proactive manner. β€’ Plan, coordinate, and conduct training and orientation sessions. β€’ Accountable for peer reviews with the appropriate project team resources. β€’ Identify and manage project risk, and develop risk mitigation strategies, tracking to closure. β€’ Work with vendor to plan project specific training and orientation needs. β€’ Complete weekly timesheet reporting in PeopleFluent/VectorVMS by close of business (COB) Friday. β€’ Provide weekly personal status reporting by COB Friday submitted on Point. β€’ Following the guidelines of the HHS DC PMO to set-up a Point project site and utilize Microsoft Teams for key documentation.
