Job Description
Summary
As a Senior Benefits Analyst (Policy) at the GS-0301-14, you will be part of Healthcare and Insurance, Program Analysis and Development (PAD), OPM. If selected, you will be responsible for ongoing assessment of dynamics affecting insurance benefit programs nationally, and for long-range planning involving the health insurance and other benefit programs. This position will have a specific focus on programmatic analysis and activities related to the Federal Employees Health Benefit (FEHB) Program.

- This position is eligible for inclusion in the bargaining unit.
- if the duty station is finalized in the Washington, DC metropolitan area, employees in this position will be represented by the American Federation of Government Employees (AFGE) Local 32.
- if the duty station is finalized outside of the Washington, DC metropolitan area, this position will not be represented by a bargaining unit.
Qualifications
- Developing policy and programmatic operations for health insurance programs and other benefit programs;
- Ability to write, interpret and analyze policy briefs related to health insurance programs, with an emphasis on health insurance programs;
- Monitoring and evaluating changes and trends in large private or public health insurance programs for administered health insurance programs and benefit programs;
- Leading large-scale policy-related projects that require collaboration with multiple stakeholders to achieve stated outcomes and deliverables;
- Preparing reports, making recommendations, and proposing policy actions to health insurance and benefit programs; AND
- Determining significant external factors impacting health insurance and benefit programs.
